Engineering Service for a Complete Hazardous Waste Treatment Facility, Kualiti Alam Sdn Bhd, Malaysia, 1995-2000

For Kualiti Alam, a Malaysian hazardous waste treatment company, Chemcontrol has carried out conceptual and basic engin­eering. Based on these documents Chemcontrol prepared tender documents for the plant. The plant includes an inciner­ator for 28,000 t/year, physi­cal/chemical treatment 5,000 t/year and a solidification plant 10,000 t/year. The plant will further be provided with temporary storage facilities to relieve those industrial plants where the waste has been accumulated for several years. The plant also includes a secure landfill.

 After assisting the local company during the tender evaluation, Chemcontrol has worked as the local company’s technical adviser. The work included fundamental waste survey, conceptual design, the Environmental Impact Study (EIA), tender documents, the evaluation of the tenders, and finally the supervision of the main contractor including evaluation of the commissioning test of the plant. Chemcontrol also provided input when negotiating the operational conditions given by the authorities.  

In co-operation with Chemcontrol, Kommunekemi International Management a/s (KKIM) has submitted key personnel for a period of two years in order to assist Kualiti Alam in the day-to-day operation and handling of the incoming waste. DANCED has also financed the training of some of the key staff at Kualiti Alam especially transport crew, laboratory staff, sampling personnel and plant operators.

For Kualiti Alam Chemcontrol elaborated a computer based manifest system, tracking the waste from delivery until final disposal.
